These are planets which are close enough to the Central planets that they maintain regular trade and business dealings. They are also far enough away that the Alliance can't always know what's going on.
| This makes these planets perfect of the unscrupulous of the higher folks of the Core Planets to take their less than legal business. Usually, these folks only visit from time to time. Occasionally, you have the eccentric who actually builds a home and elects to stay, to 'get away from it all.' Often, they turn out to create minor fortresses that keep the riffraff out and decline to mix with their social inferiors.

The Rim worlds are rough, raw, only recently settled and untamed. Out on the rim, life's hard and the people are harder, and the alliance's presence is largely unfelt around these parts. The lack of government interference has made the Rim a haven for outlaws, outcasts, the dispossessed and those who came to have a mite more room. The opportunities are there, which some are starting to figure out.
| Each world has a governor and each moon has a magistrate. As long as the general peace is kept and all the paperwork is stamped and filed, they are left to do as they please, as far as the Alliance is concerned. Like everywhere in the ‘verse, some are good and some are corrupt. |
